There are quite a few places on the map where you can fall though, if someone does this and drops the case then it will remain under the map. after a time it will be recovered by the script, I realise this means no one can open the case and its lost. unfortunately the only way to fix/stop this would...

maybe we need to think about new punishment for these players, muting for a day here and there is not really working.

i dont know what your problem is here, all i see is a screen shot of you giving your money to another player.
No admins can help with this, they cannot take or give money from accounts.
