My evo speed problems

Hello Scooby, there is a speed problem in my Evo vehicle. The maximum speed of the vehicle was 210 and now it is 187. Can you fix this? Written by: [RSC]Walker

As mentioned in game, I've removed the 'perfect tuning' and i will look into it at another time maybe with some different upgrades.
it had too much grip at the time.
when i have more time i will look at it again.
